"Your Excellency,
I am glad to sincerely congratulate Your Excellency and through you the people of neighboring Afghanistan on the anniversary of Independence Day.
Tajikistan and Afghanistan for centuries lived as good neighbors, countries with long-standing, strong ties of friendship, and so it will be in the future. We are committed to this great historical tradition, the expansion and strengthening of ties with Afghanistan and consider it important priority of our foreign policy.
We are satisfied with the process of expansion of relations and cooperation between the two friendly countries. The political and legal framework of our relations is strengthening, areas of cooperation are expanding. We believe that the parties must consistently find and use new areas and new ways of mutually beneficial cooperation. Tajikistan, for its part, will spare no effort to ensure that these relations always be at a high level meeting the mutual interests.
In today's sensitive and fateful stage of Afghanistan, we as before are supporters of peace, stability and lasting security in that brotherly country, and we want to see in its face a calm and developed region, and are ready to direct all our efforts to this end.
I wish you, Your Excellency, good health, happiness and new successes, and to the brotherly people of Afghanistan - happiness, peace and prosperity."
