Official visit of President of Russia Vladimir Putin to Tajikistan

The Programme of official visit of the President of the Russian Federation Vladimir Putin to Tajikistan has commenced by the top-level negotiations at the Palace of Nation.

The issues regarding the strategic partnership and wide-ranging cooperation between Tajikistan and Russia firstly were considered at the tete-a-tete meeting between the heads of both states Emomali Rahmon and Vladimir Putin.

Emomali Rahmon in particular noted that “Tajikistan is sincerely interested in the development of multidimensional relations with Russia and will take every effort for this cause”.

For his part, Vladimir Putin highly evaluated the activities of working delegations of both sides in the preparation of new cooperation documents, as well as expressed confidence that this visit will give a serious impetus to further enhancement of mutually beneficial ties between the two friendly countries.

The substantial review of cooperation issues has been continued during the official talks with the participation of broad delegations of both sides.

The regular holding of top-level political contacts, as well as similar or analogical positions of both countries on the majority of bilateral, regional and world issues has been called an important factor of the consistent development of advantageous strategic relations.

Particular attention has been attached to economic, trade and investment area of the relations between the two countries.

Emomali Rahmon, with reference to lack of access of Tajikistan to natural sources of oil and gas, as well as extreme deficit of electricity power during the winter season, has called the development of hydropower sector among the priority areas of our country and expressed belief that the cooperation with Russia in this profitable direction of interaction will be enhanced.

The issues related to the regulation of labor migration of the citizens of Tajikistan to Russia have also been among the important subjects of talks. The prolongation of the term of registration of migrants after arrival to Russia and the term of licenсe for work has been considered important.  

During the review of issues of humanitarian sector Emomali Rahmon in particular noted that “Tajikistan favors the development of cooperation with Russia in spheres of education, science, technology and culture”.

Following the official talks, 6 important cooperation documents have been signed with the participation and in the presence of heads of both states:

- Agreement between the Republic of Tajikistan and the Russian Federation on status and terms of stay of Russian military base in the territory of the Republic of Tajikistan;

- Memorandum of Understanding between the Minister of Defense of the Republic of Tajikistan and the Ministry of Defense of Russian Federation on issues of cooperation in military area;

- Agreement between the Agency for Drug Control under the President of the Republic of Tajikistan and Federal Drug Control Service of the Russian Federation on rendering assistance to the Drug Control Agency under the President of Tajikistan in the area of resistance to illegal trafficking of drugs, psychotropic substances and their precursors;

- Memorandum of Understanding between the Ministry of Energy and Industry of the Republic of Tajikistan and the Ministry of Energy of Russian Federation on cooperation in the sphere of transportation of oil products to the Republic of Tajikistan;

- Memorandum of Understanding between the Ministry of Energy and Industry of the Republic of Tajikistan and the Ministry of Energy of Russian Federation on cooperation in energy sphere;

-Memorandum of Cooperation between the Republic of Tajikistan and the Russian Federation on measures to develop cooperation in the area of migration.

Moreover, a Joint Declaration was adopted following the results of official visit of the President of Russian Federation Vladimir Putin to the Republic of Tajikistan.
